Seven dwellings proposed off Baynards Lane

An application for the erection of 7 dwellings with amenity space, landscaping and parking, using the existing access, was registered by Waverley Borough Council on 15 May 2026 as WA/2026/00836. Because the site sits against the county boundary, Horsham District Council was consulted in parallel under NC/26/0010, and has since completed its consultation response.

Baynards Lane is the road’s current name. Older planning records, the appeal decisions below and some online maps still show it as Cox Green Road.

The Waverley application remains pending at the time of writing. Residents who wish to comment should do so through Waverley, as the determining authority.

Policies that apply here

Three documents carry particular weight for Cox Green. Two of them are neighbourhood plans, made on either side of the county boundary, and each names Cox Green as a settlement in its own right.

That both neighbourhood plans do this independently is worth noting. They were prepared by different parish councils, examined under different authorities and made a year apart, yet each treats Cox Green as a place distinct from the village beside it.

Recognising Cox Green in the Local Plan

Cox Green is not named or shown on the Horsham District Planning Framework policies map. That omission has practical consequences: developers have used it to argue that schemes here should be judged against the pattern of Rudgwick village, including its backland and cul-de-sac development.

Planning inspectors have repeatedly disagreed. Three appeals for large schemes on land adjoining Cox Green were dismissed, in each case with the inspector treating Cox Green as distinct from Rudgwick:

A submission to the Local Plan review has asked that Cox Green be properly labelled and demarked on the policies map, so that the plan is consistent with the Neighbourhood Plan: retitling the inset map to Rudgwick, Cox Green & Bucks Green, showing where one settlement ends and the next begins, and correcting maps that show Church Street continuing into Cox Green when it in fact ends at Lynwick Street. Rudgwick Parish Council supported the retitling in its response of 4 October 2021, and Horsham District Council’s own schedule of changes for the Regulation 19 policies maps lists amending the inset map title to include Cox Green.
